Pionex has no additional restrictions for any merchants, websites, or transaction categories not listed above, so you can proceed with your payment as normal. (Other, unrelated restrictions may still apply — see "Why is Pionex Card Usage Restricted in Certain Regions" and "Why are some payment cards declined by merchants.") If a merchant not on this list still declines your Visa Card payment, it may be that the merchant itself does not accept this payment — please check with the merchant directly for the specific reason.
