Why are some payment cards declined by merchants, and what are the alternatives?

Explains why merchants decline payment cards: country-of-issuance restrictions and unsupported payment methods set by the merchant, not the card issuer. Alternatives: locally issued cards, Apple Pay/Google Pay, bank transfers.

Why Are Some Payment Cards Declined by Merchants, and What Are the Alternatives?

A declined payment doesn't mean your Pionex Card is broken, frozen, or that your country is blocked. Most declines come down to a few specific reasons — here's how to tell what happened and what to do.

Why a payment may be declined

Merchant category not supported. Some merchant categories are blocked by card-network rules for all Pionex Card holders. This depends on the merchant's business category — not your nationality or where you live:

  • Advertising platforms — Meta Ads, TikTok Promote, Google Ads

  • Gambling and betting, and gaming-wallet top-ups

  • Money transfer and remittance services

  • Buying cryptocurrency

  • Cash advances and ATM cash withdrawals (virtual cards can't be used at ATMs)

Retrying the same blocked merchant won't succeed, and repeated attempts can trigger a temporary block — so please don't keep retrying.

Merchant location. A few merchants only accept cards from their own region. This is based on where the merchant operates, not on your nationality or where your card was issued.

Separately, payments at merchants registered in or operating from a sanctioned country or region (Afghanistan, Venezuela, Russia, Myanmar, Ukraine, North Korea, Iran, and Belarus) are declined for every Pionex Card, Visa and Mastercard alike — see Why is Pionex Card Usage Restricted in Certain Regions.

Balance, limits, or verification. The Card Account may not hold enough USDT to cover the amount plus the transaction fee; a per-transaction, daily, or monthly limit may have been reached; or a required verification wasn't completed.

Merchants that do work

Most everyday purchases go through normally. For example, travel bookings such as Airbnb and Booking.com are supported.

If a merchant doesn't fall into any of the blocked categories above, it should work normally. Airbnb and Booking.com are just two common examples — any other merchant outside the five blocked categories (advertising, gambling/betting, money transfer/remittance, buying cryptocurrency, cash advances/ATM withdrawals) is not restricted by this article and should be accepted like a normal Visa/Mastercard purchase.

Pionex doesn’t publish a full merchant list. For merchants outside the categories above, whether a payment goes through depends on the merchant’s own category, so we can’t guarantee it in advance. Try a small payment first. If it’s declined, use another payment method, and don’t retry repeatedly.

Common messages and what they mean

  • "Card is Disabled" at checkout — usually one of the declines above, not a frozen card.

  • "You have exceeded the cumulative amount limit" — you've reached a per-transaction, daily, or monthly limit. Check your card's fees & limits.

  • Insufficient balance — at the moment of payment, your Card Account must hold enough USDT for the amount plus the transaction fee; money that arrives after the attempt doesn't change that attempt's result. Top up your Card Account and try again. A failed payment can carry a failed-payment fee — see your card's fees & limits.

  • "Do Not Honour" / a generic decline — the bank or network refused the charge; contact us with the transaction so the card team can check.

  • "This merchant is currently not supported" (decline code 100003) — the merchant's category is restricted at the card-issuing network's authorization level for all Pionex Card holders. This is the same merchant-category restriction described above, not a balance, limit, or account issue — retrying won't help.

  • Declined at the terminal, but the payment isn't in your Pionex Card transaction history — the authorization request never reached the card issuer: the merchant's card terminal (POS) or its payment processor turned it down. Try another terminal, pay contactless, or ask the merchant. Pionex has no record of the attempt, so there is nothing for the card team to check.

What you can do

  1. If it's a balance issue, top up your Card Account and confirm you're within your limits.

  2. For a supported merchant, try again, or pay with another method the merchant accepts. On the Pionex Visa Card you can also use PayPal with your Visa Card as the funding source — PayPal can't be linked to the Pionex Mastercard.

  3. If PayPal (or another alternative) isn't available in your region: Some regions have restrictions on PayPal or similar services entirely (for example, due to sanctions), separate from any Pionex Card restriction. In that case, since gaming-wallet top-ups, gambling, and similar cash-like categories are blocked at the card-network level for all Pionex Card holders regardless of location, there currently isn't a workaround on the Pionex side — you'll need to complete this specific purchase through a payment method that doesn't route through your Pionex Card at all (e.g., the platform's other accepted local payment options), since Pionex support cannot lift a card-network category restriction.

  4. Please don't use a VPN or a false billing address — it won't help and can cause more declines.

  5. Still stuck? Contact Pionex support with the merchant name, amount, and time, so the card team can look into the specific transaction.
